The city were almost wiped out some time ago, and they are restoring it. The people in the old part, just have to wait until the rebuilding expands that much, that they can afford to move over.
There were a hologram hiding the old city form the walking street u see here. But i painted on that layer and destroyed it ;O

The sky to the... ...east(--->;) should have been re-painted.
